Social Worker

  • Family Empowerment Centers (FEC) are community-based prevention hubs that provide time limited engagement and support to children and families at risk of formal child welfare involvement. These hubs specifically cater to the needs of families referred by Department of Human Services (DHS). The goal of the Family Empowerment Center is to divert families from entering into formal child welfare services. The center’s design must enhance the strength and stability of families; increase parent confidence and skills in their child-rearing abilities; and afford children a stable and supportive family environment.

    The Family Empowerment Center (FEC) Social Worker collaborates with the family and FEC Staff to conduct a thorough assessment of strengths and needs, identifies and implements problem-solving interventions and, when appropriate, coordinates, monitors, evaluates, and/or advocates for services to meet the family’s needs. Once referrals are made, the Social Worker will also guide the family through the service (e.g. helping parent make initial appointment, setting expectations on wait time and cancellation practices, explaining who they will encounter during the appointment and potential questions they should draft in advance to maximize the appointment, accompanying parent to the appointment, inquiring about progress, etc.). Social workers will use the family experience and expertise to increase staff understanding and to help families build the necessary skills to successfully keep their children in their home. The FEC Social Worker will work directly under the supervision of the FEC Tier II Supervisor. The Social Worker position is a full-time position.

    Essential Program Functions

     Provide in-home services to at risk families or individuals at a minimum of once a month or as needed.
     Provide case management services such as crisis intervention, advocacy, family assessment, and service plan implementation
     Safeguard the confidentiality of client families.
     Promptly report all conflicts among client families, or serious incidents involving client and families within 24 hours of the incident.
     Provide services and support outside of the normal working hours to accommodate family’s needs when necessary.
     24 hours on call availability to respond and support families during emergencies.
     Develop service plans for clients and families.
     Promptly document case work on appropriate forms.
     Regularly attend and actively participate in staff meetings, supervision, staff training sessions, case reviews, etc.
     Maintain client records in an up-to-date manner and in accordance with DHS regulations
     Consistently keep updated client records in DHS and agency databases as required by program standards.
     Regularly attends and participates in Quality Circles and Resource Seminars as part of training related to Congreso’s PCM™ service delivery model.
     Connects families to other Congreso services such as benefit counseling, health, education & workforce training on an as needed basis.
     Consistently completes needed administrative duties involving documentation including but not limited to case notes and file preparation for audits
     Perform related duties as assigned.

    • Ability to effectively use standard office equipment.
    • Possesses strong interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative, and professional interaction with diverse groups of co-workers, external business partners, and the community.
    • Ability to operate a computer and use a variety of common software programs including Microsoft Office, spreadsheets, UNIDAD, and customized databases.
    • Adheres to all Congreso and departmental policies and procedures.
    • Attends all Congreso in-services as required.
    • Strong written and verbal communication skills and effectively communicate with individuals and groups.

    Experience, Education, and Licensure

    Minimum Experience:

    Required:
    • 2 years of experience in social work or related field that includes case management and child welfare experience working with children and youth, juvenile delinquency, and/or families.
    • Understanding of legal criteria for issues such as confidentiality, domestic abuse, child abuse, and mandated reporter requirements.
    • Ability to provide prevention services with a high level of ethical standards of conduct, cultural sensitivity and within appropriate boundaries and limits.
    • Possesses strong interpersonal skills.

    Preferred:

    • Experience working with TANF recipients preferred.
    • Familiar with the North Philadelphia/Latino community needs and knowledge of resources within the community.
    • Ability to operate a computer and use a variety of common software programs including Microsoft Office, spreadsheets, ETO software (agency database), and customized databases.
    • Strong written and verbal communication skills and effectively communicate with individuals and groups.
    • Bilingual candidates (English & Spanish) strongly preferred

    Minimum Education:

    Required:
    • Bachelor’s degree in Social Work.
