Benefits Counseling & Utility Assistance

The Benefits program is a one-stop shop for assistance with LIHEAP and other utility assistance programs.  We are committed to making sure Philadelphians are saving money on their utility bills by providing low-income households information on energy conservation techniques to lower utility bills, utility assistance and weatherization programs available to low and moderate-income families, and developing a budget to manage household expenses.

Eligibility Requirements

Low to Moderate income and must have the following documents:

  • Photo ID for everyone 18 and older in the household
  • Social Security Cards for everyone in the household
  • Recent Income for everyone in the household
  • Recent Utility Bills (Water, Gas & Electric)
  • Shut Off Notice (if applicable)
